Human rights group Memorial issued one of their reports on specific cases of human rights violations in Chechnya. The report describes newly documented incidents that happened throughout 2000.

FIELD UPDATE ON CHECHNYA

With major military clashes between Russian and Chechen forces ending in spring 2000, civilian lives in Chechnya are blighted by Russian forces who detain, torture, extort, and harass them on a daily basis; and by Chechen rebels who target civilians who cooperate with the Russian administration, and who bomb Russian positions in densely populated areas. Even though civilians are far less frequently the victims of indiscriminate bombing and shelling than they were in the early months of the war, they still face the daily risk of torture, "disappearance," and summary execution.

January 23, Physicians for Human Rights

ENDLESS BRUTALITY: ONGOING HUMAN RIGHTS VIOLATIONS IN CHECHNYA

American human rights organization, Physicians for Human Rights, published its findings of human rights violations in the last five months in 2000 based on their travel to Ingushetia to investigate violations in Chechnya. They interviewed more than 50 witnesses to human rights abuses that took place during the last five months of 2000, focusing especially on events in October, November and December.

January 22-26, Regular Session of PACE

Reporting in January was influenced by the regular session of the Parliamentary Assembly of the Council of Europe (PACE) on January 22-26 that, in the end, restored the voting rights of the Russian delegation. All major human rights organizations monitoring the situation in Chechnya issued their statements and reports to that date.
