Survey of Human Rights Materials - November 2000

One of our major focus areas is monitoring of violations of human rights. This page contains a list of major documents and reports published in the month of November describing the human rights violations and suffering of people in the war-torn republic.

November 6, Amnesty International

FAILURES AT FIFTY: IMPUNITY FOR TORTURE AND ILL-TREATMENT IN EUROPE ON THE 50TH ANNIVERSARY OF THE EUROPEAN CONVENTION ON HUMAN RIGHTS

On November 6, Amnesty International celebrated the 50th anniversary of the adoption of the European Convention on Human Rights and Fundamental Freedoms (ECHR) by publishing a sober "reminder of how much work remains to be done to ensure that the individual guarantees enshrined in this and subsequent European instruments and standards are genuinely available to all men, women and children who inhabit the European space."

In the specific section devoted to Chechnya the report sums up the activities of Amnesty International in the first half of 2000.

November 16, Memorial

CLEANSING OPERATIONS IN VILLAGES: END OF JULY – SEPTEMBER 2000

On November 16, the Human Rights Center Memorial published a series of reports on mopping up operations (“zatschistki”) in Chechnya between July and September 2000. These reports are based on the work of Memorial’s local staff and include accounts and testimonies of local inhabitants of Shuani (July 24, August 11), Gekhi (August 6-10), Turty-Khutor (August 26), Grozny suburb Chernorechye (August 30 – September 1), Tsotsin-Yurt (September 4), and Starye Atagi (September 4-8). Some of the reports also provide a list of persons detained during the operation.

November 17, Médecins du Monde

CHECHNYA – INGUSHETIA: THE CHECHEN CIVILIANS' DESPAIR

On November 17, Médecins du Monde, a non-governmental organization whose goal is to provide medical assistance to vulnerable populations, published a report on humanitarian situation and human rights abuses in Chechnya and Ingushetia. The report describes the medical consequences of the ongoing war and the persisting daily climate of terror.

November 21, Moscow Times

LOOTING, NEGLECT SUCK CHECHNYA DRY

The Moscow Times staff writer, Yelena Borisova, reports on a Chechen administration report on looting in Chechnya, which is going on on a daily bases, while trickle of Russian government funding headed back into the region seems mostly to have gone astray. According to the article, Chechnya is not only flooded by oil but also by enormous quantities of thieves, many of which are wearing Russian uniforms.

November 22, Doctors Without Borders/Médecins Sans Frontiéres (MSF)

CHECHNYA - THE POLITICS OF TERROR

On November 22, MSF published an extensive report on human rights abuses and civilian casualties in Chechnya. MSF claims that „despite the illusion of normalization upheld by the Russian authorities, and the resignation of the international community, the violence against civilians is ongoing, and has merely changed its appearance.“ This report came less than a month after a Human Rights Watch book, "Welcome to Hell," which documented cases of torture and bribe-taking by Russian military authorities at detention camps in Chechnya. Both reports argue that a reign of terror the Russian military has established throughout the republic is the main barrier preventing refugees from returning to their homes.
