Chechen police detain refugees in IngushetiaRuslan Isayev, North Caucasus - In recent days members of the Chechen police separately detained two Chechen refugees staying in refugee camps in Ingushetia.
On August 2, Ramzan Magomadov, a resident of the Chechen village of Elistanzhi, was detained in Nazran, the largest town of Ingushetia. Since the outbreak of the second war in Chechnya, he has been living with his family in a rented flat in Ingushetia. Immediately after his detention the police transported him to Grozny. He spent two days in a cellar of the local internal affairs department. On the third day he was released and told that he had been detained by mistake.
On August 4, the Chechen police in cooperation with their Ingush colleagues detained Salaudi Emkayev in refugee tent camp Bart, which is located in the town of Karabulak. Shortly after that the policemen tried to transport Mr Emkayev to Chechnya but the commander of the local internal affairs department prevented that, claiming that they would exceed their authority. The reason for the detention of Mr Emkayev, a father of four, remains unknown.
In Chechnya, detentions are a noticably worse problem. While it is relatively easy to locate a detained person in Ingushetia, "disappearances" in Chechnya became common statistics.
In early August Russian soldiers detained the brothers Ruslan and Beslan Baisarov and their guest Shamil Daudov. Their neighbours, who were eyewitnesses of the operation, claim that the soldiers were wearing masks and that the number plates on their four cars were carefully covered with black cellophane. Besides, the soldiers took all valuable things such as clothes and music sets from the house. So far there has been no information on the whereabouts of the detainees.
