President Vladimir Putin opened the EU-Russia in Paris summit on the use of Russia’s natural gas and oil reserves by the EU, on European security and defense policy, and on the need to find a political solution in Chechnya with respect for the sovereignty and territorial integrity of Russia.
Hundreds of people led by the French philosopher Andre Glucksmann gathered in Paris to protest against the „dirty and imperial" war waged by Russia in Chechnya.
Explosion in cafe Elite in the Chiri-Yurt village on Oct 29 killed four Russian servicemen and two local staff on the spot. One serviceman and one woman died later in a hospital.

A motorcade of Akhmad Kadyrov, head of Chechnya’s administration, was shot at by federal forces near the Bachi-Yurt village in the Kurchaloyevski district. Neither Kadyrov nor his security were wounded.
In Gudermes the police prevented an assassination attempt on Kadydov by a man carrying explosives.

On their inspection visits to the North Caucasus, Russian Defence Minister Igor Sergeyev and Russian Interior Minister Vladimir Rushailo said that both federal and interior forces would change their tactics and considerably intensify their activity during the upcoming winter.
Chechen fighters killed a total of 14 Russian servicemen during the past 24 hours in Chechnya, an official with Chechnya's pro-Russian administration said. – Associated Press

President Putin ordered to set up a committee of inquiry into the incident when Akhmad Kadyrov got under fire from federal forces on Tuesday.
Vladimir Kalamanov, President's special human rights, said that a special group for finding „dissapeared" Chechens has been established and that his office has registered 455 claims. – ITAR-TASS

Presenting the preliminary results of the revision on spending federal funds allocated to the reconstruction of Chechnya, the head of the Russian Audit Chamber Sergey Stepashin said that „people still do not get paid, practically nothing is being reconstructed, money is turned over in banks." – Lenta.ru
A meeting of the State Duma commission on the normalisation of the situation in Chechnya discussed extraordinary measures for improving the security, human rights and humanitarian situation in the republic. The deputies stressed there was no change for the better in Chechnya with regard to the parliamentary hearings on Chechnya held on Sept 21, 2000. -- Nezavisimaya Gazeta

Bislan Gantamirov, the newly appointed Mayor of Grozny, announced he had replaced heads of four Grozny districts and asked Akhmad Kadyrov, head of Chechnya’s administration, to approve it. – ITAR-TASS
