19 September The human rights situation in Chechnya was described as "slowly improving" by Council of Europe delegation in Russia. 20 September Russian government decided to bury 66 sets of remains of unidentified soldiers killed during the 1994-1996 war in Chechnya. Council of Europe Secretary General, Walter Schwimmer, visited Moscow to seek clarifications on the situation in Chechnya. 21 September Officials addressing the State Duma at a hearing on Chechnya heavily criticized the government and military for failing to protect human rights in Chechnya. Chechnya’s recently elected Duma deputy, Aslanbek Aslakhanov, stated that people living in Chechnya are being subjected to "experiments in cruelty, shamelessness and immorality." 19 Russian soldiers were killed, 51 wounded in Chechnya last week (Sept 14 – Sept 20) – Russian Defence Ministry. 22 September The EU announced it had sent military equipment to Georgia to help protect its border against attacks from Chechnya.

27 September French Foreign Minister, Hubert Vedrine, arrived in Russia.
28 September On its Autumn Session the Parliamentary Assembly of the Council of Europe (PACE) discussed recent developments in the Chechen Republic. PACE stressed that Russia’s steps to settle the conflict were insufficient and the parliamentarians decided to set up an ad hoc committee to monitor the follow-up of their recommendations. Former chief of the Operative Staff of the Chechen government, Mumadi Saidayev, was captured several days ago -- Russian and Chechen sources.
29 September President Putin has presided over the opening session of the newly-formed State Council, a body made up of eighty-eight regional governors.
