Chechen NGOs appeal to the Parliamentary Assembly of Council of Europe

More than 40 Chechen civil organizations have distributed Declaration of peace proposals unanimously supported by them with the purpose to finish two-year-old fratricidal war, which cost already tens thousand lives and full devastation of their native land. The declaration is made on consideration of round-table of Joint working group on Chechen Republic of Parliamentary Assembly of Council of Europe, which is held on September 21-22 in Strasbourg. In the Declaration, the unanimous trust of International Inter-religious Peace-making Mission to the Chechen Republic, organized under initiative of Buddhist monk Dzyunseya Terasavy and of his colleagues also expressed to carry out a task in realizations of the given peace proposals.

Having faced with threat of destruction of people, Chechens declare, that the world community, Russia and Chechen Republic immediately should undertake collective responsibility for survival of Chechen people. To establish peace, it is spoken in the declaration, the political solution should be achieved only by nonviolent means as use of force never will bring any solution. In the document, regret is expressed, that the present military operation in Chechen Republic does not bear neither establishments of a constitutional order, nor eradication of terrorism, but actually breaks all fundamental laws of the Human concerning Chechen people and only multiplies feelings of hatred and revenge, thus only strengthening the armed opposition.

The organizations also call for joint search of a way of improvement and reconciliation to overcome vicious circle of mutual suspicions and accusations. First of all, Chechen side clearly condemns militarism and terrorism, and also recognizes damage, which similar phenomena will put on neighboring republics. At the same time, it is spoken in the document, it is necessary for Russia to recognize sufferings, which were born by people of Chechen Republic during history, during Caucasian war of XIX century, Stalin deportation and two post-Soviet military conflicts. Russia should give guarantee that it will not repeat imperial politics of historical predecessors, and fairly should search for a way of construction of new statehood, which would respect rights of minority and radical peoples colonized during the imperial totalitarian past.

With the purpose to involve in peace process, international community was made a serious appeal, in which Secretary general of United Nations under the aegis is offered to found special consultative ommittee. The civil community of Chechen Republic declares, that their republic has no intentions to cause harm to somebody, and moreover, should be by all means transformed into constant demilitarized Zone of the World with prospect of conclusion in future of All-Caucasian Pact about Peace and Cooperation. Chechen people call for restoration of truth and peace

Today our native land devastated, ruthlessly profaned, lays in big fires and ruins. Our compatriots, brothers and sisters, mothers and fathers are humiliated, subjected to tortures, raped and tortured to death. The land of our ancestors, is spoiled with carpet of bombardments, burnt, stuffed with mines, and poisoned.

Overwhelming majority of the population is thrown in conditions of extreme poverty, famine, and ruin. Our cities and settlements are not present any more, and all Chechen Republic has turned to one terrible landscape of ruins, a ghetto and concentration camps, burning hell, where reigns only one law - the law of jungle. We are ready to suffer all this devastation, national accident, all our sufferings and tragedy as cleaning. However we cannot admit that in XXI century all worlds silently ignored destruction of our people. As it would mean out-law of those basic values, on which is based entire human civilization.

We quite realize reasons of such silence and indifference. We reject destiny to be brought in victim by post-Soviet geo-political games. We against our people were used as a match for kindling great fire of collision of civilizations. We experience regret in relation to international community for its involvement in own business and discharge from those fundamental principles, which caused it to protect.

We, Chechens, resisting to destruction of our people:

We declare to entire world about our fair and firm intention to live in everlasting peace with our neighbors, similar to that with other world;

We express confidence, that peoples of Chechen Republic, Russian Federation and international community share collective responsibility to do the utmost, in their capability, to prevent utter annihilation of Chechen people and immediately finish the present military conflict.

In aspiration to establish peace, we:

Are going to come to political solution by nonviolent means, recognizing, that use of force will not bring any solution and termination of the conflict; We regret, that present military operation of Russian Federation in the Chechen Republic what ever were its purposes, actually deprives Chechen people of all fundamental human rights; We demand international guarantees for immediate restoration of fundamental laws of person in Chechen Republic.

With the purpose to overcome a vicious circle of mutual suspicions and accusations, we:

Together we call to find a way to healing, reconciliation and eternal peaceful co-existence;

We call for a mutual recognition of mistakes committed in the past, and first of all we confirm, that Chechen side rejects militarism and terrorism, realizing damage, which is inflicted due to similar actions on the next republics;

We call Russian Federation to recognize numerous sufferings, which people of Chechen Republic have undergone during history, during Caucasian war of XIX century, Stalin deportation and two post-Soviet conflicts;

We call Russian Federation not to repeat malicious committed in the past imperial Russia and totalitarian regime of Soviet Union;

We call Russian heads for construction in XXI century of new alternative statehood, which for ever would renounce last mistakes of its progenitrixes, would guarantee rights of minority and would restore rights of the radical peoples colonized during totalitarian past;

We call international community to found special consultative committee in patronage of secretary general of the United Nations, with the purpose to help political process of improvement, reconciliation and peaceful co-existence between peoples of Chechen Republic and Russian Federation.

We invite such special commission immediately to develop effective programs of normalization and restoration, to found under direction of international community, in cooperation with representatives of Russian Federation and Chechen people of administrative bodies, under which supervision will be carried out:

- Demilitarization, demobilization, withdrawal of armies from Chechen Republic, establishment of legal and judicial bodies, including creation of internal police forces;
- Returning of refugees, material maintenance of the basic conditions of life;
- Restoration of the basic infrastructures of a society;
- Rehabilitation of former fighters of resistance and rendering of the necessary social help to them;
- Education, social security, medical aid, psychological rehabilitation of children and youth.

On end of process of normalization and post-disputed restoration, we:

Let's confirm the right of Chechen people on self-determination at the presence of international observers;

Let's declare, that Chechen people are never going to threaten anybody in the future;

Let's declare territory of Chechen Republic to be constant demilitarized zone of the world, as the realization of the project of creation of the mechanism of general regional safety, forbidding to peoples to apply any military actions in relation to each other;

Moreover, we share hope of all Caucasian peoples for joint conclusion of general Caucasian Pact of Peace and Cooperation.

In end, we:

We confirm our peace obligation and tasks assigned on restoration of peace, recognizing, that a peaceful way - a unique way of rescue of people and protection of our national honor and advantage;

We express deep grief about all martyrs and victims falling during the conflict;

Solemnly we proclaim our oath to execute obligations that future generations, have never tested tragic destiny which was experienced by us.

We, the underwritten representatives of the civil organizations, unanimously supporting this declaration, express gratitude and we trust His Excellency Dzyunseyu Terasava and to other initiators of International Inter-religious Peace-making Mission to Chechen Republic to be intermediaries in relations with international community and representatives of Russian Federation in aspiration to carry out purpose of the present declaration.
