Only residents of Chechnya (persons with permanent residency permits) will be allowed to enter the republic. However, no one, not even residents, will be allowed to leave Chechen territory.
According to Chechen analyst Murad Nashkhoyev, the purpose of this tactic is to get more people to the polls to vote, since many Chechens were planning to leave the country during the presidential election.
