Humanitarian Situation in the Northern Caucasus

As of 15 January the number of registered Chechen IDPs in Ingushetia reached about 147,000 people which is approximately by 12,000 people less then in the end of last month and shows a temporary outflux of IDPs into Chechnya. According to DRC by the end of the current month the total IDP population is expected to rise again to December level as a result of increased hostilities in Chechnya.

Implementation of WFP Emergency Operation

Ingushetia - During the first two weeks of January, WFP served the total of 58,301IDPs. Through DRC WFP food was distributed to 48,317 beneficiaries who received the total of 732 MT of assorted food in Karabulak, Malgobek region, Nazran municipal district and Sunzha region. In addition to that, WFP food was distributed through Islamic Relief to 9,984 IDPs in Nazran region, "Alina" and "Sputnik" camps who received the total of 154.7 MT of commodities provided by WFP.

Chechnya -WFP stopped its food distribution through implementing partners in Chechnya following the kidnapping of MSF staff because of serious security constraints in the republic and as a sign of solidarity with the colleagues from humanitarian organisation.

The initial plan for distribution in January set forth almost the same number of beneficiaries as in December and included provision of food-aid in Grozny city through DRC, PHO and PINF, in Groznenski rural region through DRC and through CPCD in Achkhoy-Martan and Urus-Martan.

Food Aid from Other Partners

NGOs Dorcas Aid International and Benevolence International Fund (BIF) are carrying out supplementary feeding of selected IDP groups in Ingushetia.

Food Aid Coordination

A regular bi-weekly food aid coordination meeting, chaired by WFP, was held in Moscow on 12 January. It was attended by UNICEF, CPCD, BIF and representative from ECHO. A similar meeting was organized in Nazran. Major topics for discussion were termination of WFP distribution in Chechnya as a consequence of abduction of MSF (H) worker and funding situation of current operation.

Monitoring

During the reporting period, WFP Food Monitors visited 12 various food distribution centres of DRC and Islamic Relief in Ingushetia and also made 29 end-use beneficiary visits. During interviews with the recipients of WFP food female beneficiaries were asking for more diverse food-assistance and wished to be given commodities like canned meat, rice, pulses and more sugar. At the same time none of the interviewed IDPs expressed any intention to return to Chechnya during winter period.
