Humanitarian Situation in the Northern Caucasus

Termination of food distribution to IDPs by the Government in Ingushetia provoked public unrest among IDPs in camps and spontaneous settlements of Karabulak municipal district. According to AFP about 20,000 people were left without hot meals and bread distribution which changed the humanitarian situation there for the worse with the coming of winter. Due to the federal authorities' debt to local food producers, which amounts to 80 million rubles (about 2.8 million USD), they refuse to supply food to the refugees.

About 600 tuberculosis and 500 hepatitis patients, many of them children, have been recently hospitalised in Ingushetia. With the coming of cold weather, local hospitals have been crammed with IDPs, suffering from various inflammatory illnesses, which Ingush doctors are unable to cope with because of poor medical equipment and medicine.

Emergency Training

On 13 November staff members of WFP offices in Moscow, Vladikavkaz and Nazran took part in Emergency Training organized in Vladikavkaz by Norwegian Refugee Council for local NGOs and UN agencies.

Implementation of WFP Emergency Operation

During the month of December WFP reached record high distribution figures, in comparison with the previous months, in both Chechnya and Ingushetia, having distributed 3,447 MT of food assistance to 254,333 beneficiaries. As compared to the results of November distribution cycle (212,515 beneficiaries) the growth rate totaled 16.5 per cent which accounts for inclusion of vulnerable people living in Grozny rural region into WFP's caseload and launching food-for-work project in Grozny through Polish Humanitarian Organization.

Ingushetia -As of 31 December, the total number of registered Chechen IDPs in Ingushetia reached 158,000. During the month of December, WFP served 145,328 IDPs. Through DRC WFP food was distributed to 125,258 beneficiaries who received the total of 1,885 MT of assorted food in Karabulak municipal district, Malgobek region, Nazran municipal district and Sunzha region. In addition to that, WFP food was distributed through Islamic Relief to 15,752 IDPs in Nazran region who received the total of 237.1 MT of food and to 4,318 IDPs in "Alina" camp who received about 65 MT of food-aid provided by WFP.

Chechnya -People in Need Foundation (PINF) distributed a total of about 518 MT of WFP food commodities to approximately 44,850 IDPs and vulnerable groups in 3 districts of Grozny, namely Leninski, Oktyabrski and Zavodskoy.

As of 31 December DRC distributed monthly food rations to about 17,530 IDPs and vulnerable persons in Staropromyslovski district of Grozny, which amounts to about 202,471 MT of food. In addition to that, DRC for the first time carried out distribution of about 187,283 MT of assorted food to 16,215 WFP beneficiaries in Groznensky rural region. In the same region DRC also carried out one-time distribution of 4.5 MT of High Energy Biscuits (HEB) provided by WFP to about 7,000 persons.

During the reporting period Polish Humanitarian Organization (PHO) distributed 113.96 MT of WFP food to 9,850 beneficiaries in Grozny through food-for-work and "Safe Zones" program, funded by UNICEF.

Centre for Peace-making and Community Development (CPCD) also carried out food-for-work activities and Institutional feeding in Achkhoy-Martan and Urus-Martan districts. As of 31 December they distributed a total of 20,560 of WFP rations which equals 237. 88 MT of food to beneficiaries, out of which 19,660 rations were distributed under food-for-work and 900 rations to hospital patients under institution feeding.

The summary of WFP beneficiaries served and amount of food distributed within the month of December 2000 through implementing partners is presented in the table below.

Food Aid from Other Partners

DRC has been implementing ECHO funded regular food distributions in 7 districts of Chechnya, namely: Shalinski, Kurchaloiski, Nadterechny, Gudermesski, Vedenski, Achkhoy-Martanovski and Nozjai-Yurtovski. In addition to that DRC has been distributing one food parcel to families in Groznenski rural region to resident families, who are not liable for WFP distribution.

Food Aid Coordination

On 4 December WFP organized a meeting with its prospective implementing partners for EMOP 6197.02 to set up the guidelines for the cooperation in the year 2001. The meeting was held in Vladikavkaz and was attended by DRC, CPCD, PINF, Islamic Relief and PHO. Prior to the meeting these NGOs submitted their respective project proposals to WFP which were also discussed at the meeting. A regular bi-weekly food aid coordination meetings, chaired by WFP, were held in Moscow on 8 and 22 November. They were attended by Islamic Relief, IMC, CPCD, DRC, ACF, MSF (B), UNICEF, WFP (Chair). A similar meeting was organized in Nazran.

Monitoring

During the reporting period, WFP Food Monitors visited 12 various food distribution centres of DRC and Islamic Relief in Ingushetia and also made 29 end-use beneficiary visits. During interviews with the recipients of WFP food female beneficiaries were asking for more diverse food-assistance and wished to be given commodities like canned meat, rice, pulses and more sugar. At the same time none of the interviewed IDPs expressed any intention to return to Chechnya during winter period.
