Russian President Vladimir Putin discussed in the Kremlin with Abdul-Khakim Sultygov, his special representative for human rights in the Chechen Republic, the preparation for a referendum on the new Chechen constitution, which is scheduled for the spring of 2003.
Tuesday, December 24
Andrei Yarin became First Vice-Premier of the Moscow-backed Chechen government. Yarin will be in charge of the financial and economic sectors of the republic.
Russia's State Duma removed the recommendation to declare a state of emergency in the territory of the Chechen Republic from its document called "On measures aimed at the normalisation of the situation in the Chechen Republic", which it passed on December 18. The lower house of the Russian Parliament then passed the altered document.
Chairman of the Grozny branch of the Russian political party Unified Russia Said-Amin Adizov was shot dead in the Oktyabrski district of Grozny.

Over 80 people died and some 150 were injured as a result of a bomb attack on the building of the Moscow-backed government in Grozny, for which two vehicles packed with explosives and driven by three Russian-speaking persons were reportedly used. Secretary of Chechnya's Security Council Rudnik Dudayev as well as several ministers were seriously injured in the attack.
