Federal investigators to look into beating of Dagestani policemen by “Kadyrovtsy”

Ruslan Isayev, North Caucasus, January 24 – An investigative team from the Federal Russian Public Prosecutor General’s Office of the North Caucasus has recently arrived in Chechnya. The officials have been told to investigate the case of the beating of three policemen in Khasavyurt, Dagestan, by "Kadyrovtsy", members of the Chechen presidential security service subordinated to Ramzan Kadyrov, the self-styled first vice-premier of the Chechen Republic.

According to a source in the Interior Ministry of the Chechen Republic, the investigators are inclined to believe that during the incident in Khasavyurt the Dagestani policemen who detained Kadyrov's sister Zulai Kadyrova together with two guards acted within their authority. At present the investigators are conducting their inquiries in Chechnya, and will soon go on to Dagestan.

The incident with Kadyrov’s sister occurred on January 10. In response to the detention of his sister, who was taken with her guards to the police department, pending clarification by the Dagestani police, Ramzan Kadyrov arrived in Khasavyurt with armed guerrillas in several dozen trucks, and his men beat up officials of the local Municipal Division of Internal Affairs. Physical force was also used against police officers and Russian military personnel who guard the administrative border with Chechnya at the Gerzel crossing point.

After the incident there were mutual accusations by the official representatives of the Chechen Republic and Dagestan. Dmitry Kozak, Russian President’s envoy to the Southern Federal District, also tried to calm the situation.

In Dagestan criminal proceedings concerning the use of violence by representatives of the Chechen Interior Ministry and special services against local policemen were instituted a week ago.
