Khamidov: Alu Alkhanov breaks election campaign rules

Timur Aliyev, North Caucasus - The election team of Chechen presidential candidate Movsar Khamidov, former deputy premier in the Moscow-backed Chechen government, accuses rival candidate Alu Alkhanov of breaking campaign rules.

According to Khamzat Alkhanov, who is chief of Khamidov’s staff, federal authorities provide PR support to Alkhanov’s election campaign. Kh. Alkhanov is also convinced that the only purpose of the “Public Council for Compensation Payments”, which was formed recently and is headed by Alu Alkhanov, is to serve as a public relations tool.

“A presidential candidate is obliged to take leave during the campaign. As head of the Public Council, Alu Alkhanov is engaged in public life, making public appearances at the Federation Council and taking part in all events organised by federal and Chechen authorities”.

Kh. Alkhanov also argues that resources of the administration are being made available to Alu Alkhanov. “His offices are located in buildings belonging to state authorities, and members of his team also occupy some district and municipal offices”.

He also states that all municipal and district administrators, heads of election committees, as well as Chechen ministers were given orders to make sure 60 – 70 % of votes cast are in favour of Alu Alkhanov.

PW's note: In 2002 Movsar Khamidov joined the Moscow-backed Chechen government where he as an FSB officer coordinated the work of law enforcement agencies. He left the government only several months ago.
